Importance of citizen participation      Democracy requires and involved citizens to scrutinize and contribute to government. People's power is strong to influence the political system. People have the right to vote and the freedom to speech as an interest in politics. This is a m utual relationship between government and citizens, citizens vote for the government then the government is functioning in political and governmental activities and duties.      Then, how about the abstain? Logically, if you have the freedom to vote, you have the freedom to not vote too, it is completely normal if the candidates are not expected or people not put interest in politics anymore. Apparatus is a system or systematic organization of activities, function, processes, etc, directed toward specific goal (www.dictionary.com) What is Bureaucracy? Bureaucracy  is the body of officials and administrators, especially of a government department. Who is the political apparatus? Political Authority     What is political authority? Max Weber   ..... a human community that (successfully ) claims the monopoly of the legitimate use of physical force within' a given territory.  Political Authority ....the hypothesized  moral property in virtue of which governments may coerce people in certain ways not permitted to anyone else and in virtue of which citizen must obey government in situation in which they would not be obligated to obey anyone else.
